Description
As explained in the previous verse, God does not personally engage in creating life forms. Instead, His various energies and appointed souls carry out these tasks under His authority. For instance, a country’s President does not personally execute every government function but oversees departments and officials responsible for different duties. Yet, the successes and failures of the government are attributed to the President because these officials act under their sanctioned authority. Similarly, the tasks of creation and manifestation of life forms are carried out by the first-born Brahma and the material energy, acting under God’s directive. Hence, He is also regarded as the Creator.
